TIM GLASS

Board President

Pastor Tim Glass has been a Pastor in the Manteca area with Calvary Community and served the community for over 20 years. With a focus on youth and spiritual development, Pastor Tim has developed a passion for this community center with hopes to reach many lives in a positive way.

TIM WELSH

Secretary

Tim Welsh is the senior pastor of the Manteca Church of God and the Executive Director of the Manteca Gospel Rescue Mission. He also has been a high school science teacher for over 15 years. He is married with two young boys.

JAMIEWELSH

Board Member
 

Jamie brings a deep passion for empowering youth and serving the community. With several years of experience as a district manager and in store leadership, she's developed strong skills in mentorship, team development, and strategic planning-skills that she now uses to help create a safe, supportive environment for local teens.

At the heart of everything Jamie does, is her faith in Jesus Christ. Her love for the Lord is the foundation of her work, inspiring others to lead with compassion, integrity, and purpose. Jamie is dedicated to helping teens realize their God-given potential and believe that positive community involvement can change lives for the better.

CECILY

BALLUNGAY


Board Member

Cecily Ballungay has been the CEO of HOPE Family Shelters for the last eight years with  “Project Hope” and Children of Hope. Cecily has been married for over 20 years to Miles Ballungay and they love spending time watching their kids play college sports and spending any free time with their three grandchildren.

CAROL DAVIS

Board Member

Carol began her career working for Kaiser Permanente in1976, retiring after 25 years in 2000 to join the staff of Give Every Child A Chance (GECAC) as President/Chief Executive Officer.  She retired from GECAC in 2017.  Carol remains active in the community serving on numerous boards and service clubs.

BOB RAYMUS

Founder & Board Member
 

Bob has led the dream of the Thomas Toy Community Center. He is considered the founder and chief benefactor behind the mentorship movement.

CHUCK
CRUTCHFIELD

Board Member

Chuck has spent 44 years working in non-profit administration and program development and has served on 13 board of directors.  Chuck is an avid music lover and live concert attendee.  Chuck is married with two grown daughters and 5 grandchildren.

BOB DYE

Finance Committee Chair

Bob Dye is the founder and owner of Good Shepherd Bookkeeping Solutions, LLC (gsbooks.org).  He has over 18 years serving in pastoral ministry and has several years of banking experience.  Bob has a heart for ministries to be financially sound and enjoys serving our local communities through Thomas Toy Community Center.

CHARLENE SEVILLA
Board Member

Charlene Sevilla has been the branch manager for Valley Strong Credit Union in Manteca for the past 5 years. Charlene enjoys being active in the community from serving on boards, attending events, and volunteering. Charlene is married with one daughter and enjoys spending all her free time with them.

Regina Lackey

Board Member

Regina is a Manteca City Councilwoman, Air Force military veteran, and passionate advocate for children and families. With a professional background in business management and real estate, she has served as Operations and Finance Manager at TLC Real Estate RE/Max as an Executive since 2018. As a licensed Real Estate Agent with degrees in Management and Business, Regina brings strong leadership and a lifelong commitment to service, shaped by her time in the U.S. Air Force where she served in Aerospace Command and Control.

 

For more than a decade, Regina has been deeply involved in youth development across the community. She has led both Boy Scouts and Girl Scouts programs, served in multiple PTA/PFA board roles, and volunteered with Ripon High School’s Sober Grad program. Her work includes roles as a Girl Scout Troop Leader, Relay For Life youth team leader, and Little League team parent. Regina currently serves as Secretary for Manteca Sunrise Kiwanis, volunteers and supports various programs, continuing her mission to uplift young people and strengthen families throughout Manteca.

Stephanie Huff

Board Member

Stephanie Huff has spent her career working with Manteca youth. She has worked for Manteca Unified for 25 years in the role as Nutrition Education Supervisor, has been a coach and mentor for MUSD youth.  Stephanie also assists her husband Todd Huff in their ministry Love’s Treasures Ministry. Stephanie. Enjoys traveling with her husband and spending time with her 3 daughters and her grandchildren.

Steve Souza
Board Member

Steve grew up in Manteca, went to school in Manteca, taught school and was a School Principal in this community. He has participated in this community with outreach through Calvary Community Church, Hope Ministries, and mentoring students in Manteca Schools. 

In retirement Steve enjoys golf and occasionally bowling. He likes to vacation with his wife and daughter by going to  Pismo Beach, Monterey and many coastal locations. Steve's greatest enjoyment comes from serving his Church community and the City of Manteca through different ministries that he participates in. 


Ron Darbee


Board Member

Ron came to Manteca in 1988, following ten years of service as a United States Marine. He accepted a position at Lawrence Livermore National Laboratory, retiring as Associate Division Leader for Laser Systems Engineering and Operations in 2021, and continued part-time as a Project Engineer into late 2024. As a freelance writer, Ron wrote for a variety of magazines, most members of the Evangelical Press Association, and published two books with Broadman & Holman, as well as serving as a contributing author to several others.

Along with his wife, Karen, he is a member of Calvary Community Church, a parent to four adult children, and a grandparent to six beautiful grandchildren. Ron and Karen enjoy traveling, spending time with family, and serving through their church and community.
