TIM WELSH

President/Board Member

Tim Welsh serves as the President of the Board, bringing a diverse background in community leadership, education, and ministry to the role. He currently serves as the Senior Pastor of the Manteca Church of God and is the Executive Director of the Manteca Gospel Rescue Mission, where he dedicatedly serves the local community.

In addition to his pastoral and nonprofit leadership, Tim has spent over 15 years as a high school science teacher, a role that informs his commitment to mentorship and evidence-based progress. He stepped into the role of Board President in 2025, focused on expanding the organization’s reach and impact. Tim is a devoted husband and the father of two young boys.

CECILY

BALLUNGAY


Board Member

Cecily Ballungay brings over eight years of dedicated leadership experience to the board, currently serving as the CEO of HOPE Family Shelters. In her role, she oversees impactful initiatives including “Project Hope” and Children of Hope, providing critical support and housing solutions for families in need.

Beyond her professional achievements, Cecily has been married to her husband, Miles, for over 20 years. They are proud parents who enjoy traveling to watch their children compete in college sports and cherish every moment spent with their three grandchildren.

CAROL DAVIS

Treasurer/Board Member

Carol David brings over four decades of leadership and community service experience to her role as Board Treasurer. Her career began in 1976 with Kaiser Permanente, where she dedicated 25 years to the healthcare organization before retiring in 2000.

Following her tenure at Kaiser, Carol transitioned into the nonprofit sector as the President and Chief Executive Officer of Give Every Child A Chance (GECAC). For 17 years, she led the organization in providing free mentor-tutor programs to local youth, significantly impacting the lives of students across the community. Since retiring from GECAC in 2017, Carol has remained a vital fixture in local civic life, lending her expertise to numerous boards and service clubs. As Treasurer, she continues to apply her extensive administrative and executive background to ensure our organization’s financial health and sustainability.

BOB RAYMUS

Founder & Board Member
 

Bob Raymus is a Founding Board Member and the visionary leader behind the Thomas Toy Community Center (TTCC). Recognized as the founder and chief benefactor of the local mentorship movement, Bob has dedicated years to realizing the dream of a safe, empowering space for Manteca's youth.

His commitment to community service is a lifelong endeavor shared with his family. Beyond his role at the TTCC, Bob is a second-generation homebuilder at Raymus Homes and serves on the boards of several vital organizations, including:

Through the Antone E. & Marie F. Raymus Foundation and the Building Dreams Foundation, Bob continues his family's legacy of philanthropy, focusing on education, food security, and providing opportunities for at-risk youth. At the TTCC, his leadership ensures that teens have access to mentorship, character-building activities, and a supportive community designed to help them thrive.

CHUCK
CRUTCHFIELD

Board Member

Chuck Crutchfield brings a wealth of expertise to the board, backed by a distinguished 44-year career in non-profit administration and program development. A seasoned leader in governance, Chuck has shared his strategic vision and experience across 13 different boards of directors throughout his career.

When he isn’t championing organizational growth, Chuck is a dedicated music enthusiast who can frequently be found in the front row of live concerts. Above all, he is a family man; he is married with two grown daughters and takes immense pride in his five grandchildren and two great-grandchildren.

CHARLENE SEVILLA
Board Member

Charlene Sevilla is a dedicated community leader and financial professional currently serving as the Branch Manager for Valley Strong Credit Union in Manteca, a role she has held since approximately 2021. With over five years of experience leading the branch, Charlene focuses on providing exceptional service and tailored financial solutions to the community.

Her commitment to Manteca extends beyond the credit union; she is a highly active volunteer and community advocate. Charlene’s local leadership includes:

  • Board of Directors, Downtown Manteca District: Serving as Secretary to support local business growth and revitalization.

  • Manteca Chamber of Commerce: Serving on the Board of Directors and as an Ambassador to foster local networking and economic development.

  • Thomas Toy Community Center: Contributing as a Board Member to support youth and community engagement.

In addition to her board service, Charlene is frequently found attending local events and volunteering her time to enhance the Manteca area. A bilingual professional fluent in English and Spanish, she brings a diverse background in the financial and retail industries to her leadership roles.

Outside of her professional and civic duties, Charlene is a devoted wife and mother. She prioritizes spending her free time with her husband and daughter, finding balance through family life while remaining a steadfast pillar of the Manteca community.

Regina Lackey

Secretary/Board Member

Regina Lackey is a dedicated public servant, Air Force veteran, and tireless advocate for the families of Manteca. Currently serving as a Manteca City Councilwoman, Regina blends a high-level professional background in business management with a lifelong calling to community service. Regina Lackey - City of Manteca

A proud veteran of the U.S. Air Force, Regina served in Aerospace Command and Control, an experience that forged her disciplined leadership style and commitment to mission-driven work. In the private sector, she has applied this expertise as the Operations and Finance Manager at TLC Real Estate RE/Max Executive since 2018. As a licensed Real Estate Agent holding degrees in both Management and Business, she provides our board with invaluable oversight in fiscal strategy and organizational growth. Regina Lackey LinkedIn

Regina’s heart, however, has always been with the next generation. For over a decade, she has been a cornerstone of local youth development, serving in leadership roles for both the Boy Scouts and Girl Scouts, holding multiple PTA/PFA board positions, and supporting the Ripon High School Sober Grad program. Whether acting as a Relay For Life youth team leader or the Secretary for Manteca Sunrise Kiwanis, Regina remains focused on a single mission: uplifting young people and building a stronger, more resilient community for every family in Manteca.

Stephanie Huff

Board Member

Stephanie Huff is a dedicated community leader who has spent 25 years serving the youth and families of Manteca, California. As the Nutrition Education Supervisor for the Manteca Unified School District (MUSD), Stephanie has been instrumental in promoting student wellness and healthy eating across the district. Beyond her professional role, she is a deeply committed mentor and coach, having spent over two decades guiding MUSD students both in and out of the classroom.

Stephanie’s passion for service extends into her faith-based work. Alongside her husband, Todd Huff, she assists in leading Love’s Treasures Ministry, a Manteca-based Christian organization that provides free household furniture, appliances, and essentials to families in need throughout the Central Valley. For more than 15 years, the ministry has focused on sharing the love of Jesus through practical stewardship and community support.

Outside of her professional and ministerial commitments, Stephanie is a devoted family woman. She enjoys traveling with Todd and cherishes time spent with her three daughters and her grandchildren.

Steve Souza
Vice President/Board Member

As a lifelong resident and dedicated educator, Steve Sousa’s roots in Manteca run deep. After growing up and attending school within the community, Steve devoted his professional career to shaping the next generation, serving both as a teacher and a School Principal in the Manteca Unified School District.

Steve’s commitment to Manteca extends well beyond the classroom. He is deeply involved in local outreach, partnering with Calvary Community Church and Hope Ministries to support those in need. Passionate about youth development, he also continues to give back by mentoring students within the local school system.

In his retirement, Steve remains active in the community he loves. Whether he is on the golf course, enjoying a round of bowling, or vacationing along the coast in Pismo Beach and Monterey with his wife and daughter, he finds balance through family and recreation. However, Steve’s greatest fulfillment comes from his faith and service, dedicatedly participating in various ministries that benefit both his church and the City of Manteca.

Ron Darbee


Board Member

Ron Darbee is a dedicated community leader and seasoned professional who has called Manteca home since 1988. His diverse career is anchored by a decade of service as a United States Marine, a foundation of discipline that he carried into a distinguished 33-year tenure at Lawrence Livermore National Laboratory.

At the laboratory, Ron served as the Associate Division Leader for Laser Systems Engineering and Operations, where he managed critical technical teams and oversaw complex photonics programs. Though he officially retired in 2021, his expertise remained in high demand, leading him to continue as a Project Engineer through late 2024.

Beyond his engineering achievements, Ron is a prolific freelance writer and author. His humorous and insightful work has been featured in numerous magazines within the Evangelical Press Association. He has authored two books published by Broadman & Holman, including The Lord Is My Shepherd and I'm About to Be Sheared! and Nothing Builds Togetherness Like Wrestling for Remote Control, and has contributed to several other titles.

Ron’s commitment to service extends to his local community and faith. He and his wife, Karen, are active members of Calvary Community Church. A devoted family man, Ron is the parent of four adult children and the proud grandparent of six. In his free time, he enjoys traveling with Karen, spending quality time with his family, and finding new ways to serve through his church and the Manteca community.
